Finch explains that immediately after 9/11, he built a computer system for any government which uses tips gleaned from omnipresent surveillance to predict future terrorist violence. However, Finch discovered that the pc was predicting ordinary crimes at the same time. While the government has not been interested in these effects, Finch is determined to find methods to stop the predicted crimes. He hires Reese to be able to conduct surveillance and intervene as needed, using his repertoire of skills gained from the military and CIA.
